Roommates
My roommate and I have become very comfortable with one another. When we're alone in the room, there's no need to put on any clothes. To lie naked, touch her, and be touched in such a tender way -- She's very sweet to me.
Sometimes it's hard to be naked in public, especially if other people have clothes on. But with my roommate, I feel more comfortable. She gives me strength. She holds my hand, and it's all OK. I take a deep breath, hold her hand, and go out in my altogether.

Dress Code -- Lace Microminiskirt

The Codes -- Dress Code and Code of Conduct
Here at the College, we have two main sets of rules -- the Dress Code and the College Code of Conduct (CCC), together, the "Codes". Each one reenforces the other, and together their purpose is to foster an atmosphere of decency and decorum at the College.
Although we expect both boys and girls to dress appropriately, the codes are aimed primarily at the girls, because over the years we at the College have discovered that the fairer sex, if left unfettered, tends to drift toward a provocative manner of dress. This is not sexist; rather, it reflects the reality of our culture, in which girls feel driven by the media and other forces to dress and behave in ways that are increasingly attractive and alluring to the opposite sex. We need to put a stop to that.
The approach we have taken to these Codes is unorthodox, but we believe it has the potential to be highly effective. Although the Codes contain a strong enforcement mechanism, the primary enforcement comes directly from the natural inclination of girls toward modesty. Year after year, as new girls are introduced to the Codes, they realize the surprising constraints placed on them by the Codes actually free them to dress however they want, yet modestly. You can think of the Codes as "layered", with each of the four layers of rules requiring adjustments to dress and behavior based on the layers below it. These layers have been fine-tuned over the years, resulting in a well-balanced, highly enforceable, and most of all fair set of Codes, which all the girls have grown to appreciate over the years they have spent here at the College.
At the bottom layer, there are certain articles or combinations of clothing that are forbidden altogether. For example, panties may not be worn under a dress or skirt. At first this may appear contrary to the goal of the Dress Code, but after a little thought, you will realize that skirts and dresses will have to be a little longer given this constraint. A girl quickly realizes that she needs improved coverage in her outer wear to compensate for the lack of underwear. We also restrict the number of bottoms or tops a girl may wear to just one. That is, a girl may wear a shirt or a bra, but not both; she may wear pants or panties, but not both. The reason for these rules is to reduce the tendency of girls to wear see-through shirts or holey pants, relying on her undergarments for modesty. With these restrictions which require girls to wear fewer items of clothing than they otherwise would want to wear, the result is that the clothing they do wear is much more modest. The simplicity of this bottom layer of enforcement is that girls provide their own self-enforcement, with these basic rules strongly encouraging girls to dress very modestly.
Next is the only layer with any official enforcement: Voluntary Public Inspections. A team of trained Inspectors roams the campus looking for girls whom they suspect of violating the Dress Code. When he spots such a girl, an Inspector will ask the girl to voluntarily demonstrate that she is obeying the Dress Code by lifting or removing one or more articles of clothing. The girl has every right to refuse the inspection, since it is completely volunatary. However, if a girl refuses to participate in an Inspection, the Inspector may infer indecency from her reticence, and cite the girl. It is very rare that a girl is ever cited for indecency, but if such a thing should happen, the Inspector may take one or more articles of her clothing into evidence against her, and she will be scheduled to receive a full and impartial hearing at a later date to assess her guilt and, if she is found indecent, to pronounce punishment. In almost every inspection, the girl complies willingly and quickly. In most cases, girls are only partially nude for the briefest moment as the Inspector performs his job, and then she is able to quickly re-dress, and go about her business. For this reason, Inspections are, by and large, painless and free from undue embarrassment.
The top two layers of enforcement are standards of behavior documented in the CCC. The third layer of enforcment consists of a rule that forbids public displays of sexual excitement. Even after the first two layers of enforcement, this rule is necessary because some girls might still be willing to wear clothes that don't fully cover them in a decent and modest manner. A girl who isn't fully covered runs a great risk of exposing her breasts or vaginal area to view. If a girl becomes sexually excited while wearing immodest clothing, then this condition becomes public, violating the CCC. It is assumed that a girl who publicly displays sexual excitement is "asking for it", so any boy who observes this violation is expected to give her what she's asking for. This response to public displays of sexual excitement is termed "Consensual Rape", because the girl is essentially asking to be raped by allowing herself to become visibly sexually excited in public. Even the most brazen girls will naturally avoid wearing immodest clothing so that they don't run the risk of violating this rule.
The fourth layer of enforcement is the so-called "groping rule", in the CCC: A girl may not resist, either actively or passively, the touching or fondling by another person of exposed skin on her thighs, buttocks, and torso. Active resistance would be running away or fighting. Passive resistance includes such seemingly innocent behavior as "covering up" with the hands, and is best illustrated by an example: if a girl's thighs are exposed, she may not squeeze her legs together to stop a boy from touching the soft, tender skin between them. Again, to avoid being groped, girls know they should wear modest clothing and keep themselves covered up.
The interlocking nature of these layers of rules is what provides the strong motivation for girls to dress very modestly. The third and fourth layers of enforcement together form a double-whammy: if a girl's privates are exposed, then any student may touch her in a provocative way. The girl may not resist the touching, but she is required to refrain from becoming sexually excited, which isn't always easy. If she fails in that regard, she may be consensually raped, which is a fairly severe punishment -- one she would very much want to avoid. Moreover, the second layer -- public inspections -- interlocks with these higher layers as well: if a girl should exercise her right to refuse to be inspected, and the Inspector infers indecency, he may seize some or all of her clothing for use as evidence against her, leaving her partially or fully naked. A girl in this condition of undress is vulnerable to groping, which might lead to visible signs of sexual excitement and, in turn, consensual rape. Because of the strong interlocking of layers of enforcement, girls have a strong incentive to dress modestly, and to comply quickly and fully with public inspections, so they won't be left uncovered and thus vulnerable to the relatively unpleasant consequences of violating the Code of Conduct.
Compared to other ways in which modesty and decorum could be enforced, the way chosen by this College is superior in a number of resepcts: The enforcement burden on the College is low, requiring only the administration of voluntary public inspections, and conducting the rare indecency hearing to keep the girls in line; The girls are still free to dress as they wish within the bounds of the Codes; In particular, there is no hard limit to the amount of skin the girls may show, as such decisions are left entirely to the girls themselves.
Risks of the Codes. The highly unusual style of these Codes carries a certain measure of risks, which are outlined here. They include the risk of selective enforcement by the Inspectors, which might influence, over the long term, the styles of clothing girls wear; the risk that artificial boundaries encourage girls to tread right up to them; the risk that the groping rule or the consensual rape rule can be used as leverage against the girls; the risk that games might be designed by the students to purposely put girls at risk of violating the Codes; the risk that teachers might impose their own Dress Codes with rules that contradict one or more provisions of the official Codes. Each of these risks has been carefully assessed by the College, and it has been determined to be low, and not in need of correction at this time. However, it is worthwhile exploring these risks so that girls will be aware of the dangers lurking in the Codes, which will allow them to dress and behave accordingly.
In summary, the Dress Code and CCC work this way:
Layer 1: Prohibits wearing of panties or bra under outer clothes.
Layer 2: Voluntary inspections, requiring girls to strip briefly to prove compliance.
Layer 3: No Public displays of sexual excitement.

Dean's Address to Freshman Girls
"Let's go, Crysta. We'll be late." Donna was in a hurry, looking fine in her skin-tight blue-and-white micro-minidress and matching panties. This was an outfit Donna had bought many months ago, but was afraid to wear back home for fear her parents would find out about it. This was a style they wouldn't understand because its sex-appeal is that the dress covered the panties most of the time (they were cut high, so they disappeared under the dress), but they came into view every now and then. A quick look at Donna, though, would make you wonder if she had anything on under the dress. She liked seeing boys do that double-take.
"You're not going to the Dean's Dress Code talk, are you? I thought we could just skip that." Crysta wore a red semi-sheer baby-doll dress that was meant to be worn with matching semi-sheer panties, but she couldn't remember what she did with the panties. So she just wore the dress. It covered her butt, more or less, but the front of her dress had a slit right up to her boobs, so her pussy was only covered only when she stood straight and still.
"Yes, we really should go. How else will we learn about the Dress Code?"
"By reading the Student Handbook, maybe?" Crysta's hands were on her hips.
"The Dress Code is in the Student Handbook?" Donna was amazed.
"OK, you're right. We should hear the Dean explain it. Let's go." Now it was Crysta dragging Donna out the door. They slammed it behind them.
They got to the lecture hall, found a seat near the front, and sat down. It wasn't long before the program started. The Girls Advisor, Gail Grayson, introduced the Dean, who has been "skillfully guiding the policies of the College for many, many years," blah, blah, blah.
The Dean began speaking. "Thank you, Gail, for that most generous introduction." He turned to the audience, mostly girls. He seemed genuinely happy to be there. "I'm thrilled to be here to introduce yet another class to the wonderful set of Codes we have here at the College. I will help you get acclimated to the Dress Code and the Code of Conduct. Briefly, their purpose is to provide a framework of modesty and decorum for you girls to live by, without being unduly restrictive. In a few minutes, you'll see how we're able to accomplish these goals."
"Most of you feel that you already dress and behave just fine, so why is a code needed?" He surveyed the girls as if he expected a hand to shoot into the air, on which he would call. But no hand was raised. "Answer: Each of you has her own idea about what's appropriate, and for you, maybe what you wear *is* appropriate. But many of you are wearing dresses that are too short -- some waaaay to short" He seemed to look straight at Crysta when he said that. "which reflect badly on you and on the College, and do not contribute to a healthy learning environment. I'm sure you all believe your breasts are adequately covered, but some of you could stand to do up one more button of your shirts. Well, you get the idea. The point is that standards are needed so that compliance is uniform." Crysta looked around the room, and smiled to herself at the sight of some girls doing up one more button of their shirts.
"So how can compliance be defined? Many ideas have been tried, and many ideas have failed. For example, dictating hem length of dresses seemed like a good idea, but measurement is tricky, both in defining the particular distance to be measured, and actually performing the measurement. There's just no end to the arguments that result from this sort of rule. Enforcement took a lot of time and work on the part of the College. Our experience is that length guidelines just don't work.
"So what works? To help us find out, I want to invite a girl from the audience to come up on stage for a little demonstration." Donna looked around to see which two girl he meant, but Crysta tried to fade into her chair. She had an idea it might be one of them. "You, in the third row." Crysta pointed to herself and raised her eyebrows. "No, the girl in the blue-and-white dress." Donna was in a state of shock, so Crysta helped her up. She walked up the steps on the side of the stage, and stood next to the Dean, facing the audience. "let's welcome your beautiful classmate, ..." He put the microphone in front of Donna. "Donna," she said. The audience broke into wild applause, perhaps fueled by relief that they weren't picked. "Thanks for helping us out, Donna." Donna smiled weakly, her arms folded in front of her, visibly uncomfortable. "Donna, let me ask you a question." She nodded. "Do you feel that your dress is long enough? Is it decent?"
"It's supposed to be like this," she said.
"So is that a 'yes'?" He softened his sarcasm by smiling gently at Donna.
"I guess so, yes."
"Then would you mind removing your panties in front of this nice audience?"
Donna is shocked. "No! I mean Yes!" Crysta smiled at her friend's apparent indecision. The audience tittered.
"Which is it, no or yes?" The audience laughed a little harder, but Crysta began to worry that Donna will start crying.
Donna pulled it together and tried to explain. "I mean this is an outfit -- a dress and matching panties. It's meant to be worn together."
The Dean tried again. "You said earlier that your dress is decent, right?" Donna nodded. "So why not remove your panties in front of these nice people?"
"Please don't make me take them off," Donna begged, now almost crying.
"Don't worry, Donna," the Dean consoled her. "I think I've made my point. Let me just ask you one more question, and then I'll leave you alone. If you weren't allowed to wear panties, would you wear a longer dress than this?"
"Yes!" she laughed, and much to her releif, the Dean let her walked off the stage fully clothed. The Dean let the eyes of the audience follow her panti-clad cheeks to her seat next to Crysta, who patted her and gave her encouragement. The Dean addressed the audience, smiling confidently. "It's pretty clear that you girls would wear longer dresses if you couldn't rely on your panties to cover your little bottoms. That's the cornerstone of our Dress Code -- you can wear any dress you like as long as you don't wear panties. With that policy, we know you'll police yourselves, and wear dresses of utmost modesty."
He turned serious. "Problem solved? Not quite. To illustrate why, I would like another one of your classmates to join us onstage." Crysta flinched, and instinctively covered her lap with what little fabric her babydoll dress afforded. She breathed a sigh of relief when the Dean said, "Please give a warm welcome to Linda." Linda came from nowhere -- backstage, maybe -- and joined the Dean onstage. She was, in a word, gorgeous. She wore a thin pink micro-minidress with a "flirty" style, and matching pink french-cut bikini panties. "Hi, Linda."
"Hi, Dean." She was tall, poised and confident, and seemed to know the Dean well. She put her hand on his shoulder and tossed her hair in a way that simply radiated sex appeal.
"Well, Linda, I think I need to ask you the same question I asked Donna -- is your dress decent enough to wear without panties?"
She took a step back from the Dean and opened her mouth in mock shock. "Dress? Oh, Dean, you mean this little old thing? This isn't a dress, it's a shirt!" She gestured gracefully to her lovely breasts. "And," lifting her dress to give everyone a much better view of her tiny panties, which were cut so low they barely covered her privates, she continued, "these aren't panties; they're a pair of shorts!"
"Very nice." He cleared his throat. "Thanks, Linda, nice job. He started clapping as Linda pranced offstage, hips wiggling, and the audience joined in the applause, watching her as she made her way to her seat. Addressing the audience in a pedantic style, he said, "So you see the problem? If we make a rule 'no panties under a dress' then all of a sudden they aren't panties, they're 'shorts'. And it's not a dress, it's a 'shirt'. So we need clear definitions for all items of clothing. You can read them -- they're all spelled out in the Dress Code in your student handbook. But I'll just give you the highlights right now. Under the Code, there's no distinction between 'panties', 'shorts', and 'pants' -- they're all treated the same. This cuts off any debate before it even starts. The distinction between a 'shirt' and a 'dress' is the length, but not measured in inches, which we've seen is problematic. Rather, if it reaches your tailbone or your pubic bone, it's a dress. Otherwise it's a shirt. What could be simpler? A shirt is a top, so you're allowed to wear one bottom with it -- either a pair of panties (or pants; remember, they're the same under the Code) or a skirt. A dress is called a 'body-cover', so you aren't allowed to wear anything else. With these rules, we expect most girls to dress very decently indeed." He paused, and surveyed the audience to make sure they were following his presentation. He seemed satisfied that he had made his point clearly.
"Now I've presented the main points of the Dress Code. All items of clothing are simply defined as bottoms, tops, and body-covers, and you can wear them in any combination that covers your top and your bottom just once. Of course, once you get into the details, there are exceptions and special cases that must be dealt with, and these are spelled out in the Dress Code, which I highly recommend you read."
"As I might have mentioned, the Dress Code is always evolving and changing, to keep up with the times, and to address situations that have come up over the years. In recent years, we have noticed an alarming trend toward shorter dresses and skirts. This is partly due to the micro-minidress fashion trend, in which the dress covers only half-way down a girl's butt. Thankfully, most girls are still shy about wearing such short dresses, and we have the rule forbidding panties to thank for that. However, we have discovered that some girls have been growing out their pubic hair, and relying on it for modesty. By cultivating a thick bush, girls find that their private areas are fully covered, even in the shortest of dresses, as long as they keep their legs together. In this way, more and more girls are getting away with wearing tiny little skirts. In the past we have tried to outlaw pubic hair, but many girls have objected to this, citing the principle of autonomy over personal grooming. So there is a new rule in the Dress Code, starting this year: If you have any pubic hair at all, then you may not wear any clothes below the waist. This rule is the fairest compromise: it allows girls to grow their hair if they really want to, but at the expense of modesty. We expect the majority of girls will choose to shave so they can wear bottoms. And with more shaved girls this year, we expect to a decline in daring fashions, because girls will need to rely entirely on their clothes for modesty."
"I would like to shift gears for a moment, and discuss a Health Code issue that is somewhat related to the Dress Code. In the dining hall, classrooms, and in many other school buildings, you must be wearing a top. We've posted signs at the entrances of these buildings that read "No Shirt, No Shoes, No Service" to remind you of this rule, which applies to both girls and boys. In your dorm buildings and almost everywhere else on campus, you are permitted to go topless, if you like. There is one exception to the rule. The only way you will be allowed to go topless into one of these buildings is if you are naked. I bring it up now because I know many of you girls enjoy going topless in the warm weather. If you appear at the door to the cafeteria or classroom without your top, then you will face a dilema: either remove your bottom, or you will be turned away. I would hate for you to forget this rule and be forced to decide whether to take off your bottoms in order to enter one of these buildings. So girls, remember to wear your tops if you're going to the cafeteria or to class." He paused to verify this message was well-received.
"One more minor issue needs mentioning before I move on: Carrying of clothing. Years ago, when panties were first prohibited, girls started carrying their panties instead of wearing them. Carrying clothes defeats the spirit of the Dress Code, because it makes it too easy to comply with its letter, but not its spirit. As a result, the carrying of clothing is forbidden with the exception of clothes with their tags still on, which may be carried directly from the store to your dorm room.
"Now I've given you the basics of the Dress Code, with a few of the tricky issues that you should keep in mind." He ticked them off on his fingers as he spoke: "pubic hair, wearing your tops, and carrying clothes. So the Dress Code problem is solved, right?" He looked around the auditorium and saw heads nodding. The girls seemed a little shocked by the Code, but also excited by it, because it was so different from any Dress Code they had seen before. "Not quite," he continued. "There's still the issue of compliance. We can make all the rules in the world, and although most of you will follow the rules, some people will cheat." Someone gasped. "Yes, I know, it's hard to believe." The audience laughed. "So we've set up a system of *voluntary* inspections." He emphasized the word "voluntary". "A dedicated team of Inspectors is deployed throughout the campus to make sure all the girls are complying with the Dress Code. If an Inspector approaches you, then the most important thing is not to worry. Inspections are designed to be quick, discrete, and painless. And, I can't stress this enough, inspections are completely voluntary. I want to explain the inspection procedure so you won't be surprised when it happens to you. An Inspector will approach you, and identify himself. His main concern will be to verify you aren't wearing any extra clothing, such as panties under a dress. Inspectors have a wide degree of lattitude in completing this task, but the most important thing for you to remember is that he will not force you to do anything you don't want to do. He will ask for your compliance, and then it is up to you to voluntarily comply with his requests. He will typically ask you to lift your skirt or remove one or more articles of clothing. If you question the request, argue with the inspector, or in any way fail to comply, he may infer that you are in violation of the Dress Code, and cite you for indecency, so it is always wise to comply with your Inspector -- although it is certainly your right to refuse. As long as you cooperate fully, removing your clothing promptly when asked, an inspection will be over within five minutes. Remember: inspections happen; they're a necessary part of Dress Code enforcement. They entail a certain amount of public nudity, but as long as you comply fully and don't violate the rules, you'll get all your clothing back and be on your way quickly."
The audience sat in stunned silence as they took in the meaning of the Dean's last point.
He took advantage of the quiet to continue. "Often I'm asked, why are inspections performed in public? Doesn't the necessary public nudity of the inspections themselves undermine the spirit of decency fostered by the Dress Code? You will be interested to know that inspections were performed privately at first, but we found that girls who failed to comply with the Dress Code were not sufficiently detered by private inspections, and we also found that inspectors sometimes abused their positions, and took advantage of vulnerable girls. The transparency afforded by public inspections keeps the compliance enforcement system on the up-and-up.
"What happens to girls who fail an Inspection? Again, if this happens to you, don't worry. An inspector may cite you for indecency as a result of any one of a number of factors. If you are slow to comply with a request to remove clothing, for example, he may infer indecency and cite you. Being cited is nothing to worry about. You will receive a full hearing before any determination is made regarding indecency. When you are cited, the inspector may take one or more articles of clothing into evidence. This evidence may be used against you in the hearing, and it will also be available to you so you can defend yourself at the hearing. You will receive a written citation that gives the time and date of your hearing, and instructions explaining how you should dress for your hearing. Having completed his job, the Inspector will leave you, at which time you should continue to go about your business. Remember, there is no shame in being inspected or cited for indecency. This happens to many innocent girls who later prevail at their hearings.
"You may ask: Doesn't it add insult to injury to strip girls and take their clothes when they are cited for indecency? The answer is: not at all! If you are cited for indecency, the only evidence available to either convict or clear you is the clothing you're wearing. The purpose of taking it is to give you the fairest possible hearing, and no other purpose. After you receive your citation and turn over your clothes to the inspector, you are completely free to go about your business. One of the most important things to remember is that you are innocent of the charge of indecency until you are found guilty at your hearing. So you should not feel shame or embarrassment just because you were given a citation, or because you were forced to turn over your clothing to the Inspector. Let me also point out that if you follow the Dress Code, and comply promptly with every Inspection, then you will never be cited for indecency. However, if you are cited, you should take some comfort in knowing this is something that can happen to any girl, and you will see that the other students are very understanding of your predicament, and they will do whatever they can to help you feel comfortable without your clothes. Because of the relative rarity of citations, the overall impact to the campus of taking the clothing of indecent girls into evidence is relatively minor.
"Finally, I would like to explain how the indecency hearings are conducted. Hearings are usually held in the evening, for the convenience of both the cited girl and the spectators, for whom an indecency hearing is an enjoyable educational experience. As I mentioned, the citation describes how the girl should dress for her hearing. It is customary for a girl to dress in the morning for her hearing, and spend the day dressed as directed. The mode of dress is entirely dependent on the whim of the Inspector at the time the girl was cited. At the hearing, the Inspector will act as prosecutor. He will describe the nature of the Dress Code violation he suspected. At the hearing, he will use the girl as a model, forcing her to dress or undress as needed to illustrate his points. Then the girl will be given an opportunity to give her side of the story. Afterwards, a judge will decide whether the girl was indecent.
"If she is found indecent, the judge will hand down a punishment, which will be inflicted on her by officers of the court. The nature of the punishment is up to the judge, who has wide lattitude to develop a creative punishment within certain limits. The main purpose of any punishment for indecency is to embarrass and humiliate the guilty girl, both as a deterrent against future transgressions and also as an example to other girls. For this reason, the humiliating punishment is performed in a very public setting. Certain punishments, however, are considered too severe, and are, therefore prohibited. For example, the judge may not sentence a girl to be raped or to be tied up for any length of time exceeding 72 hours. He may, however, offer the girl a choice of two different punishments, one of which is rape. In this case, if a girl chooses to be raped, this is a "consensual rape", which is described by the Code of Conduct, which I'll discuss in a few minutes. The kind of punishment most often handed down include being tied up naked and spread-eagle in front of the Student Center for long periods of time. Students are encouraged to spank, fondle, and photograph the naked girl, and to subject her to as much ridicule and humiliation as possible during the time she is tied up. The poor girl will try to hold her bladder and her bowels as long as possible, but ultimately, she will fail, resulting in a mess. Volunteer students will then clean up the mess, and wipe the poor girl's butt so she will not become a health hazard to others. I'm sorry to go on in such graphic detail, but it is important that you girls understand the consequences of indecency. They are so dire that you will certainly be encouraged to understand and follow the Dress Code religiously.
The audience was stupified.
The Dean gave them time to absorb the enormity of the consequences of violating the Dress Code. When he heard them murmuring to each other, he interrupted them. "This concludes my introduction to the Dress Code. I encourage you to read the rules in detail so that you will become very familiar with them. In the mean time, are there any questions?" No one stirred. "Are you girls aware that the Dress Code is in full force at this very minute? An uncomfortable silence fell over the girls seated in the audience. Let me be very clear. There may be an inspection at any time, and it might happen anywhere on campus. Like in this room, for example!" A general rustling ensued. Girls wearing dresses or skirts removed their panties, and left them under their seats. Girls wearing jeans had to work a bit harder to get their panties off, but most of them did it. Some were too shy to get bottomless, even briefly, so they opted to just take off their jeans and sit in their panties.
Crysta sat in detached amusement as she watched the commotion around her. "Go ahead, Donna," she said, as Donna hesitated taking off her panties. "You'd better comply with the Dress Code so you don't end up spread-eagle in front of the Student Center!" Donna slipped off her panties, and arranged her dress neatly on her lap so she was covered as well as possible.
The Dean asked the girls wearing just a shirt and pants (or shirt and panties) to stand up. He urged the girls to check the length of their shirts, reminding them that any shirt that covers the pubic or tail bones isn't a shirt at all, but rather a dress. Quite a few girls discovered their "shirts" were long enough to count as dresses. Some weren't sure exactly where their pubic bone was, but their shirts were long enough they were worried, and wanted to play it safe. "You may be tempted to remove your shirt if it is too long, but you should resist that temptation, because unless you are naked, you must wear a top while you're inside this building. Remember: No shirt, no shoes, no service! So if your shirt is too long, you must remove your pants or panties." More rustling ensued, as girls stripped off their bottoms. "Now I see you've left a lot of clothing on the floor, and you know you're forbidden to carry it, so now's the time to donate it to the Red Cross. Please pass all extra clothing to the center aisle, where it will be collected.
"Now, all the girls who took off some of your clothing just now in order to comply with the Dress Code, please stand up, and remain standing." Just about all the girls stood up, many of them covering themselves with their hands. Donna felt a twinge of excitement as she stood up, feeling the breeze between her naked legs. Crysta sensed her shyness and whispered to her that she was fully covered, and not to worry. That made Donna feel a lot better. "I expect that you are all a little uncomfortable right now. Looking around I see many of you are bottomless. And I see some of you forgot to shave this morning. Until you shave, you should refrain from wearing any bottoms. The discomfort you are feeling right now is completely natural. None of you wants to expose herself to the world. So examine your wardrobe, and try to understand why this happened. You were all wearing dresses that were too short, or else shirts that were long enough to be short dresses. So this doesn't happen to you again, please follow the Dress Code every morning when you get dressed."
Looking at his watch, the Dean continued. "We're almost done, now, girls. I want to thank you for hanging in there with me this far. Now, I want to very quickly look at the College Code of Conduct, which is known as the CCC. The most important rule in the CCC is this: you must refrain from becoming visibly sexually excited in public. Sexual excitement is characterized by erect nipples and vaginal swelling and wetness. One of the most effective ways to avoid becoming visibly sexually excited is to keep these very private areas well covered.
"Another incentive to keep yourself covered is the rule -- I hate to call it by this name, but I know you girls all call it this -- it's the so-called "groping rule": Any bare skin between your thighs and your neck may be touched by your fellow students. You are not permitted to resist in any way. For example, if you find yourself standing in line at the cafeteria dressed in such a way that your butt is bare, the boy behind you in line may smooth his hand over your butt. You must allow him to continue doing that as long as he likes. If he runs a finger between your cheeks, you may not clench your cheeks to make it more difficult for him to touch you. In fact, you are required to spread your legs slightly to give him full access to your bare skin. The humiliation of being forced to endure a fondling of this kind should be incentive enough to keep your butt covered, especially because soon you will be facing a more serious problem. As I mentioned a minute ago, you are required to refrain from becoming sexually excited. If you have bare skin, and since you are not permitted to resist a boy's advances, you may find that you are unable to refrain from becoming excited.
"The punishment for public sexual excitement is 'Consensual Rape'. That is, if you become excited, any nearby boy who sees your condition may force himself upon you, and you are not permitted to resist. This is because your sexual excitement constitutes 'permission' for the sexual encounter. In other words, by getting excited, you are, as the girls say, 'asking for it'. That is why the rape is termed Consensual." The audience let out an "Ahhh" of understanding in unison. "I think most of you now understand the critical interconnection between bare skin, fondling, sexual excitement, and consensual rape. Each one leads to the next, so the rules, taken together, form a powerful incentive for girls to cover up. In addition, girls are strongly incented to avoid being cited for indecency, since such a citation usually entails giving up some clothing. Girls who have lost clothing in this way are subject to fondling, which might lead to sexual excitement and then consensual rape.
"We're almost done, girls! I'm sure you're happy to hear that. There are more rules in the CCC, so I urge you to read that, right after you study the Dress Code. I just want to bring one to your attention, and then I'll let you go. It's the 'No Covering Up' rule. A few minutes ago, when I asked all you bottomless girls to stand, I noticed that some of you covered your laps with your hands. That's understandable, because your dresses were so short, they left you fully exposed. But this kind of 'covering up' is forbidden by the CCC. The logic is simple: if your clothing is modest, then no covering up is necessary. If your clothing isn't modest, then you should feel some sense of shame for wearing clothing that is inappropriate for your sense of modesty. If we allowed girls to compensate for their lack of modesty by covering themselves with their hands, then the incentive to wear modest clothing is reduced. Above all, the Codes are designed to encourage girls to be modest at all times." The Dean beamed with pride at the girls, who remained engaged throughout his entire speach. Many of them lost their pants or panties, but they learned an important lesson about modesty. He dismissed his audience, confident that they had learned a great deal, and would, from here on out, obey the Dress Code and the CCC religiously.
"Let's go back to the room, Crysta," said Donna, as the girls got up to leave. She felt the breeze on her butt and instinctively smoothed what little there was of her dress against it.
Crysta looked at her watch. "But it's lunch time. Can't we get a bite to eat first?"
"But I'm practically naked," Donna protested.
"So am I," Crysta said, "and you don't see me complaining about it." Secretly, Crysta felt very uncomfortable being bottomless in public, but it was a "good" kind of uncomfortable -- the kind that made her pussy feel all warm inside.
"Oh, OK," Donna sighed. "But as soon as we're done with lunch, I want to go back to the room to put on something more decent."
With that, the two bottomless girls went off to the cafeteria, feeling a little vulnerable, but in the company of a bunch of other girls, some quite a bit more bottomless, they soon felt right at home.
Dress Code
1.0 Dress Code
This document contains the rules and regulations that comprise the dress code ("Dress Code") for students who attend this college ("College").
1.1 Introduction
This section describes the purpose and application of the Code.
1.1.1 Purpose
The purpose of the Dress Code is to provide standards of modest dress for students who attend the College, so they can have a learning environment characterized by modesty, decency, and dignity. This is achieved through the use of clear, unambiguous, and categorical rules, together with two layers of enforcement.
1.1.2 Categorical Rules
The rules in this code are, wherever possible, categorical as opposed to relative. That is, the rules tend to forbid the wearing of an entire class of clothing rather than allow clothing up to a certain length, or of a particular style. In this way, enforcement of the standard is unambiguous, and not subject to varying interpretations.
1.1.3 Layers of Enforcement
There are two layers of enforcement of the Dress Code. The first, most basic, layer is self-enforcement. The rules herein are carefully crafted to be easy to follow, and if followed, to encourage a high degree of modesty. The next layer of enforcement is provided by the College through voluntary inspections, which are conducted randomly throughout the campus to verify compliance.
1.1.4 Format of the Dress Code
Each section of the code is numbered, and gives a rule or definition. Some of the sections contain a recommendation, denoted by the word "Recommendation". The recommendation is given to help clarify the rule, and to provide an understanding of how each rule is likely to be applied in practice.
1.1.5 Gender Applicability
It has been determined that, for various reasons, the dress code should apply to girls, and not to boys. Here are some of the reasons. Boys tend to dress modestly, even in the absence of a dress code. Boys have fewer body parts that require coverage. The range of clothing options available to boys is limited to mostly pants and shirts, whereas the range of clothing options for girls is much wider. Scantily clad girls are of great interest to boys, and so they distract boys from their college duties. It should be understood that this does not reflect sexism or gender bias of any kind, but merely the realities of gender and fashion.
1.2 Violations
Violations of the Dress Code are determined solely by Inspection. Inspections are voluntary. A girl may decline Inspection, but if she does, then an "Inferred Violation" may result, at the discretion of the Inspector. If she submits to Inspection, at which time it is discovered that the girl has failed to follow one or more of the rules presented herein, then an "Observed Violation" may result, at the discretion of the Inspector.
1.2.1 Authorized Personnel
People who are duly authorized by the College, and only those people, may perform Inspections. Inspectors are specially trained by the College, and chosen from among Teachers, college administrators, members of the Campus Patrol, and their deputies may conduct an Inspection. All Inspectors are required to carry an Inspector ID card, and present it to the girl being inspected upon request.
1.2.2 Inferred Violation
Some girls find the Inspection process unpleasant, because it is conducted in public, and a girl is typically required to remove some or all of their clothing during the course of an Inspection. For this reason, Inspections are purely voluntary. A girl may always exercise her right to decline to be Inspected, thus saving her the embarrassment of disrobing in public. The girl who declines Inspection is not required to state the reason she declines, although typically the reason is that she is reluctant to expose her private regions to public scrutiny. It is possible, however, that an Inspector may judge the girl's true reason for declining Inspection to be that she is in violation of the Dress Code. In this case, the Inspector may infer that a Violation exists. In this case, he will issue a Citation for the Inferred Violation.
1.2.3 Observed Violation
If a girl agrees to be Inspected, and is then found by the Inspector to be in violation of one or more of the rules of the Dress Code, an Observed Violation exists.
1.2.4 Inspection Process
It is important for girls to know that all Inspections are voluntary. An Inspection can only be done with the permission of the girl being inspected. To begin the Inspection Process, an Inspector, duly appointed by the College, must first suspect the possibility that a Violation might exist. (This is known as the "possible cause" rule.) He will then approach the girl in question and notify her that it is necessary to Inspect her to determine if she is in Violation of the Dress Code. At that point, the girl has the right to ask to see the Inspector's ID card. The Inspector may do one or more of the following things: ask her for permission to feel beneath her clothing; ask her to lift or remove one or more articles of clothing; ask for permission to search her belongings; ask her to assume certain positions to aid the Inspection process; ask her to do him a favor of some kind. Compliance with any of these requests is voluntary. The girl may refuse to comply with any request at any point during the Inspection. The Inspector might or might not detect by observation or inference a Violation of the Dress Code during the Inspection.
Recommendation: It is unfortunate that enforcement of the Dress Code requires Inspection, which, in turn, entails public stripping. It is also unfortunate that some girls get both turned on and humiliated (each one feeding the other) during the process. For these reasons, it is recommended that a girl not violate the Dress Code, and that way, after she has been stripped naked and made to expose her moist underside to the gathering crowd, she'll at least get her clothes back when the inspection is done.
1.2.5 Citation
After an Inspection, if a Violation is inferred or observed by the Inspector, then two things happen: the Inspector takes (by force, if necessary) one or more articles of clothing into evidence; and the Inspector issues a citation to the girl which describes the Violation, the date when a formal hearing will be held, and instructions to the girl regarding how to dress on the day of her hearing.
Recommendations:
1. If an inspector asks for permission to touch the girl, she should say yes, because this will allow him to verify proper attire without stripping her, thus saving her possible embarrassment. A girl who claims to be wearing no underwear, say, can have that claim tested easily by allowing the inspector to insert his finger (for example) between her legs, which can be done without the embarrassment of having the girl strip in public. After the Inspector has inserted, removed, inserted, removed, and inserted his finger (or whatever), the girl will be free to go, rather than face the prospect of an inferred violation that could happen if she withheld permission to touch her.
1.3 Hearing
After a girl is cited for Violation of the Code, a Hearing will be held, which the girl must attend. Her Citation is also her summons to the Hearing, and contains instructions that tell her how she should dress for the Hearing. Her Inspector will serve as a prosecutor, and a Judge will preside over the Hearing.
1.3.1 Presentation of Evidence
A Judge, appointed by the office of the president of the College, presides over the hearing. The Inspector represents the interests of the College in the Hearing. The girl may defend herself or bring her own Defender, or she may ask the Judge to appoint a Defender to represent her.
The Inspector presents the evidence against the girl. He may call the girl as a model on which to display the evidence against her. Although she cannot be compelled to give testimony, she is required to put on or take off clothing as ordered by the Inspector. In addition, the girl herself may be introduced into evidence. She is not permitted to object to being used as a model or having her clothes removed. The prosecuter may touch the girl as necessary to demonstrate the case against her, and to guide her into various positions as he deems necessary. If the girl resists in any way, the judge may order that she be tied up and/or gagged.
When the Inspector has finished presenting his case, the girl (or her Defender) may begin presenting her defense. She may use items of clothing that have been introduced into evidence by the Prosecutor, and wear them as needed to conduct her defense.
After the girl has finished presenting her defense, she must return all evidence to the Inspector, and return to her seat while the Judge retires to his chambers to deliberate. During deliberation, the Judge may send a message asking to see some evidence. The Bailiff will send the girl into the Judge's chambers to model the evidence.
Recommendation: In the "special instructions" section of the Citation, near the bottom, there is a checkbox labeled "Attend Hearing in the Nude". It is common for this box to be checked, so the recommendation is to take note of this instruction. Although a first-time Violator may feel embarrassed to be traveling in the nude, it is commonly done, and is quite expected. Try to stay dry between the legs while nude, because you must refrain from sexual excitement. If nudity arouses you, and you are unable to stay dry, then you should expect to be Consensually Raped one or more times on the day of your hearing. Do not be concerned about this, as it is quite natural, and it happens to many girls on the day of their hearings. However, you should allow extra time to be raped, so that you won't be late for your hearing.
1.3.2 Determination of Decency
When the Judge has finished his deliberations, he returns to the courtroom. The defendant is ordered to stand while the Judge pronounces the verdict.
If the verdict is "Decent", the Prosecutor must return all articles of clothing to the girl, whether or not they had been introduced into evidence. The girl has the option of putting on the clothing at this time, and is free to leave the Hearing room.
If the verdict is "Indecent", the girl must remain standing while the Judge pronounces the Punishment.
1.3.3 Punishment
The Judge has wide discretion to pronounce a punishment that will be sufficiently humiliating to the girl so as to deter future Violations, and to serve as a warning to others not to violate the Code. There are, however, limits to this discretion. A girl may not be sentenced to be raped, for example, although she can be given the option of rape as one of a group of alternative punishments, as long as that group contains at least one non-violent option.
The practice of offering a choice of punishments to those found guilty of a Violation is done to further humiliate the girl by requiring her to choose her own punishment. The most serious Violations will usually result in the choice of rape or a lengthy period of humiliation, such as being handcuffed naked to the bicycle rack outside the Student Center for up to three days straight while fellow students spank, fondle and taunt the naked girl. The maximum penalty for indecency is 72 hours.
Recommendation: If a girl faces a choice of many days of humiliation vs. being raped once or twice, she should opt to be raped. It will be over before she knows it, she will have learned her lesson, and she can go home that evening a better person for it.
1.3.4 Photographers and Reporters
The Judge may choose to prohibit or limit the taking of pictures inside the hearing room, but he may not limit photographers who typically catch defendants on their way in or out of the hearing room. The rationale of this rule is that the girls who found their way into the hearing room, while they may be able to "beat the rap", should have thought a bit more carefully about her attire before venturing out of doors dressed in a way that put them under suspicion of indecency. The presence of photographers and reporters should serve as a deterrent.
Recommendations: First, a girl who is required to attend her hearing in the nude should recognize that there's nothing she can do to prevent her picture being taken, and so she should smile for the camera, and hope for a flattering angle. Second, while it may seem counterintuitive, a girl should spread her legs as wide as possible and masturbate to keep her pussy wet. This way, the pictures will all be so raunchy that newspaper editors will be forced to crop the photos or not print them at all.
2 Decent Attire
Girls are expected to wear clothing that covers (hides from public view) certain parts of their body. In the past, you may have relied on layers of clothing to hide body parts from view, such as a bra under a sheer top, or panties under a very short dress. This style of dress has allowed girls to wear clothes that don't cover them adequately, relying on undergarments as their second line of defense. This Dress Code does not permit such a second line of defense. Instead, girls must rely on their primary clothing for adequate coverage. It is the girl's responsibility to choose decent clothing, given the constraints of the Dress Code.
2.1 Covered Body Parts
The breasts, vulva, and anus should be covered while the girl is standing, but it is not necessary for girls to hide these body parts from view while sitting, squatting, or bending over. It is unreasonable to expect girls to guard against the unexpected view between their legs while they are sitting, or the random glance upward from below while they are climbing the stairs.
2.1.1 Breasts
The breasts should be partially or fully covered, when viewed at "Eye Level" (that is, a horizontal line of sight) from the front. In particular, the nipples should be fully covered by an article of clothing held in place by a strap or cloth that extends around the back, neck or arms.
The sides of the breasts need not be covered. Thus, a bib, or overalls, which cover just the fronts of the breasts, is fully adequate. "Cleavage" is also acceptable.
A vest or scarf provides sufficient coverage even if it is not fastened, as long as it covers the nipples while she is standing or sitting upright.
Transparent or sheer tops are discouraged. To be somewhat daring, a semi-sheer top is preferable.
The clothing that covers the breasts may be a "fishnet" style, however it is recommended that the openings be not larger than one quarter inch.
Body paint may be used as an alternative to clothing, but only if it is covers in a manner similar to the coverage of a permitted article of clothing.
Whipped cream, shaving cream, or any similar substance may be used as an alternative to clothing, where permitted. It should be used generously, as body heat may have a tendency to thin the material, allowing it to drip or slide off the body.
Only one top may be worn at a time, so a bra is permitted only if no other top is worn. A bra may not be worn under a shirt or dress.
Recommendation: If you are a girl who likes to go topless in public, you may do so. However, many buildings at the College are restricted to those wearing shirts. So plan ahead, and go topless on days that you don't have to enter any of these buildings.
2.1.2 Vulva
The vulva is the opening of the vagina, the lips surrounding that opening, and the space between the lips. A "significant portion" of the vulva should be covered when viewed at Eye Level from the front, but it need not be covered from other angles, because it isn't reasonable to require a girl to consider every possible angle from which someone might choose to look at her.
If body paint is used to cover the vulva, then it must cover the lips, right up to the pink part, which, for safety reasons, should not be painted. A girl's paint job should be designed to look like clothing, which means that more than just her lips should be painted. When she is standing with her legs together, her vulva should be closed, or nearly closed, which allows it to be considered fully covered by body paint. A girl wearing body paint should avoid appearing in public immediately after having sex or while sexually excited, as this condition might leave a space between her lips large enough to leave her substantially uncovered.
Whipped cream, shaving cream, or any similar substance may be used to cover the vulva, where permitted.
Split-crotch panties are permitted, and need not cover the vaginal opening as long as they cover a "significant portion" of the vulva.
Recommendation: Very short dresses are permitted; however extra caution should be exercised while wearing a short dress. Reaching or stretching might cause the dress to ride up. When seated, legs should be crossed or angled sideways to reduce the opportunity for others to view your vulva.
2.1.3 Anus
Of the three private areas of the body (nipples, vulva, and anus), the one least in need of covering is the anus. This is because the anus is neatly tucked between a girl's cheeks, effectively hiding it from view. However, if possible, girls are encouraged to provide at least "token coverage" of their anus. The anus is just below a girl's tailbone, about two inches from the bottom of her rump, and about the same height as the top of her vulva, when viewed at Eye Level. A dress that covers the top inch or two of a girl's butt crack is sufficient to provide token coverage, as is a pair of thong panties, no matter how thin the strap.
Recommendation: As long as a girl's breasts and vulva are covered, girls should feel free to wear any style of clothing they wish, including aprons, loin cloths, and backless dresses, even though these styles provide no anal coverage. A girl wearing such a style should be aware, though is that her vulva might be seen from the rear. She should not be unduly concerned about this possibility, because only the most fleeting glimpses are possible. Girls with thin legs will find the Vulva can't be hidden completely, but the view of the vulva from the rear can be minimized by bending forward as little as possible. When bending, girls are advised to bend at the knees rather than the waist. When this isn't possible, such as when using a drinking fountain, or reaching into a car, then girls are advised to wait until as few spectators as possible are in the vicinity, keep their legs together as much as possible, and then simply ignore (or secretly enjoy) their gasps of joy at the beauty of their bottom.
2.1.4 Pubic Hair
Pubic hair may not be covered by clothing. Girls may grow out their pubic hair, but if they do, they must remain naked from the waist down. Please note that a shirt which covers the belly button is too long, and may not be worn by a girl who sports pubic hair. The purpose of this rule is to allow girls to grow bushes if they really want to, but to encourage the majority of girls to shave completely, and in this way, they will not have pubic hair upon which they can rely for modesty. This will encourage most girls to wear more modest clothes that cover them completely.
Recommendation: The practice of short trimmed pubic hair, such as "landing strips" is strongly discouraged by this rule. The College agrees that it's nice to have a landing strip, but it isn't worth having to go bottomless. On the other hand, a girl with a full muff may want to keep it, and use it as as a bottom. This approach has some distinct advantage for the girl. She will never be forced to remove it; it will always be with her, even when she is naked. This is especially useful for girls who like to be topless. As topless girls know all too well, they must remove their bottoms to enter most College buildings, because only naked girls are exempt from the rule requiring shirts inside buildings. If a topless girl has a full muff, she can feel comfortably modest even inside college buildings, because, in effect, she carries her bottom with her whereever she goes.
2.2 Articles of Clothing
Articles of clothing are defined and classified in this section of the Code.
Tops, in increasing size, are tube tops (or bras), crop tops (short shirts), shirts. Anything longer than a shirt is a dress, which is no longer called a top but rather a body-cover. The dividing line between a shirt and a dress is the top of the pubic bone (an inch or two above the point where the two outer lips meet) and the tailbone (coccyx). If either of these is covered by a shirt, then it's not a shirt; it's a dress.
Bottoms are either panties, shorts, or pants (collectively, pants) or else they are skirts. The key distinguishing factor between pants and skirts is whether part of the clothing (the "strap") goes between the girl's legs.
Body-covers are items of clothing that cover both bottom and top, such as dresses, leotards, etc. Backless dresses (aprons) are considered body-covers, as well, because they cover a girl's bottom and top.
A girl may wear either one top and one bottom, or else a single body-cover.
Recommendation: Girls should read these definitions very closely and keep them in mind while selecting clothes to wear, because a failure to properly classify one's clothing might be disastrous. For example, a shirt that is just a little too long is properly classified as a micro-mini dress, and thus may not be worn with a bottom.
2.2.1 Tops
A "top" is any article of clothing that covers the breasts, and hangs down no lower in the front than the top of the pubic bone (an inch or two above the vulva) and no lower in the back than the tail bone (coccyx). Tops include Bras, Shirts, short jackets and sweaters, and the like. A girl is permitted to wear at most one top, which means she may not wear a bra under her shirt, for example.
Recommendation: This is a warning: Do not be tempted to cheat the Dress Code by tying a knot in an over-length shirt to make it shorter. If the shirt, without the knot, hangs to your pubic bone or your tail bone, then it is properly classified as a "dress". You may still wear the shirt, but you may not wear any bottoms, such as panties, with it.
2.2.1.1 Bra
An over-the-shoulder boulder-holder that covers the breasts and nothing else is called a bra. If it covered anything else, then it would be a shirt or dress. A strapless bra is called a "tube top".
2.2.1.2 Tube Top
Any ring of clothing (without straps) is called a "tube top" if it is used to cover the breasts, and does not hang below the belly button. If it covers the breasts and hangs below the belly button, then it is a shirt or dress. If it is used lower on the body, then it is considered a skirt (or thigh-skirt).
2.2.1.3 Shirt or Vest
A shirt is an article of clothing, other than a Bra or Tube Top, that covers the breasts, and does not extend below the top of the pubic bone in front nor the tailbone in back. If the bottom of the shirt falls above belly-button, then it is called a "crop top". A sleeveless shirt that can be worn open in the front is called a "vest" if it covers the breasts. A jacket is a kind of shirt or dress depending on its length. A sweater is also classified as a shirt or dress, depending on its length.
2.2.1.4 Suspenders
Typically worn to hold up pants or a skirt, suspenders can also serve as a top if they are wide enough to cover the nipples. The areolas need not be covered.
Suspenders are a "top".
Recommendation: Be careful not to violate the rule against wearing two tops. If you wear suspenders, you should not wear any other top with them. A popular style is the loose-fitting miniskirt, which requires suspenders. Setting the suspenders can be tricky. If they are too loose, ordinary movement or nipple erections can push aside thin suspender straps, exposing the nipples to view. If you set them too tight, the skirt might ride up, exposing your vulva to view.
2.2.1.5 Bustier
A bra, which can be strapless, that extends beneath the breasts to the waist to provide additional support.
2.2.1.6 Camisole
A short top that offers little or no support for the breasts.
Recommendation: A camisole is ideal for a girl with small to medium sized breasts that need no support. To be sure a camisole is right for her, a girl should verify that her nipples are clearly outlined in the fabric. This test ensures that her breasts are sufficiently "perky" for the camisole to be appropriate for her.
2.2.1.7 Corset
A garment designed to cinch the waist, lift the breast, and offer support. Often has lacing in the back that can be adjusted and has garters attached.
2.2.1.8 Crop Top, or Short Shirt
A short top extending below the nipples (partly exposing the breasts in a style known as "bottom cleavage"), or extending further to completely cover the breasts as well.
Recommendation: A crop top is ideal for a girl who is just starting to grow out her pubic hair. Although the Dress Code encourages girls to shave fully, so they can wear clothes below their waist, some girls prefer to have the comfort of a full muff, which also covers a girl's vagina. A girl feels vulnerable while she is just starting to grow out her hair, because her pussy isn't yet covered with hair, but she may not wear anything below the waist. The belly button is generally considered to be at waist-level, so a crop top, which leaves the belly button uncovered, is perfect for a girl to wear while she's growing out her hair. Later, after her pussy is fully covered, she may feel more modest, even when she is naked, but until then, she can feel that same sense of modesty wearing a crop top.
2.2.1.9 Shrug
A top with sleeves that fastens in the front, covering the breasts. A shrug is often knitted, like a sweater. A shrug may fasten with buttons or the fabric may be knotted beneath the breasts.
2.2.1.10 Halter Top
A top held up at the neck and exposes the shoulders and upper back.
Recommendation: For comfort, a girl who wears a halter top should opt for thin, flexible fabric that allow her breasts to move naturally inside it. The most comfortable halter tops are the ones with material so thin and flexible that the shape of the breasts and nipples is clearly outlined in the fabric.
2.2.1.11 Long line
A bustier extending further down, usually to the hips.
2.2.1.12 Tank Top
A sleeveless shirt.
2.2.1.13 Pasties
An article of clothing that is glued in place to cover a nipple is a pasty.
2.2.2 Body-covers
A "body-cover" is any article of clothing that covers the middle region of the body, from above the belly button, and extending down the girl's front to her pubic bone, or extends across the girl's back to her tail bone. Body-covers include dresses, leotards, jump suits, overalls, and the like. A girl is permitted to wear at most one body-cover, and it may not be worn with a top or bottom. In particular, body-covers must be worn without underwear.
2.2.2.1 Dress
A dress is an article of clothing that covers the breasts, and extends lower than the top of the pubic bone in front, or lower than the tailbone in back. An apron, or "backless dress" is one that does not cover the anus.
A minidress is one that covers a girl's rump, as viewed from the rear (the "mini" meaning that it extends no more than one to two inches below the bottom of the rump). A girl can feel comfortably modest in a minidress, as it covers her privates when she is standing, when she is viewed at Eye Level from either the front or the rear.
A micro-minidress is any dress shorter than a minidress, which means extends no lower than crotch-level in front, and in the rear it does not completely cover a girl's rump, when viewed at Eye Level. Micro-minidresses are often sold with matching panties so that girls can wear them comfortably in public; however, at the College, panties are not ever permitted under a dress, expressly so that girls will not feel comfortable wearing them in public. However, nothing in this Dress Code should be construed to prohibit the wearing of short dresses; it is expected that girls will opt on their own to dress more conservatively since they are denied the added security of panties.
A "sun dress" has fabric to gently support the breasts and a skirt that hangs loosely from a waistband located between the breasts and the belly button.
A baby-doll dress is a mini-sun-dress (or micro-mini-sun-dress). It has either formed cups or fabric to support the breasts with a loose fitting, attached skirt falling anywhere between the hips and crotch.
Recommendation: Some girls find a micro-minidress too scary to wear commando in public, so for these girls, it's best to stick with mini-dresses or longer. If you still want to experience the micro thrill, then you might enjoy a mini-sundress with a thick elastic waistband between your boobs and your belly button. For a bit of a thrill, a girl might like to scrunch the waistband up a bit to make the dress into a micro- or even shorter. If it gets too breezy for her, then she can pull her dress down a little bit, expanding the elastic as necessary to give her just the coverage she craves.
2.2.2.2 Leotard, Bodysuit, Teddy
A snug fitting one-piece garment for the torso that resembles a leotard. It may also have sleeves and may cover the legs. A "teddy" has no sleeves or legs, and usually has a thong back, and fastens with a snap at the crotch. A one-piece bathing suit also falls into this category. All of these items of clothing cover the torso and are characterized by material extending between the legs to cover (or at least partly cover) the crotch area.
2.2.2.3 Overalls
Overalls, sometimes called a "jump suit", is a pair of pants or shorts with fabric that extends above the waist, and covers the belly button. Usually, a section of fabric called a "bib" covers some of the chest area, and partially covers the breasts. A pair of shoulder straps act as suspenders, and may also cover the nipples in case the bib isn't large enough to cover them.
Recommendation: The larger the overalls, the more comfortable they are. Since they have built-in suspenders, there's no need to worry about oversize pants falling down. The most comfortable overalls have open sides with snaps that girls typically leave unfastened. This way, the clothing covers the girl's front and back, leaving her sides completely bare. Many girls report enjoying the feeling of being "naked inside their clothes" since their bodies are on fully naked display from the sides, yet covered when viewed from other angles.
2.2.2.4 Poncho Dress
A popular style of minidress made of fabric shaped as a circle or square, with a hole in the center through which the girl pops her head. This simple style covers all three of a girl's most intimate areas (breasts, vulva and anus), while leaving her legs and sides bare. This style affords a "naked feel" to the girl who wears it because the fabric drapes loosely about her, with her arms largely inside it most of the time.
The square style covers the girl's front and back but not her sides, leaving her arms free. The circular style covers the girl's sides and arms, allowing her the opportunity to rest her hands in her lap discretely.
Some square-style ponchos are actually cut in a diamond shape, with the small diagonal across the girl's shoulders, revealing more of the her bare side. This style is popular because in profile, a diamond poncho dress practically disappears. The girl's naked breasts and bare bottom are clearly visible in profile, even though they are fully covered when viewed from the front or back.
A "backless poncho" has the head hole slightly off-center, so less fabric hangs down the girl's back, leaving her butt bare.
A "convertible poncho" doubles as a cape. In this style, only a half-circle is used, with the diameter fastened to both wrists and around the neck. In this style, a girl's sides and back are bare, while keeping her nipples and pussy fully covered. To convert it to a cape, she can temporarily unfasten it from her neck, and flip the poncho dress over her back. In the evening, when temperatures drop, many girls take advantage of the extra warmth they feel snuggled inside their dress this way. They feel that the lack of frontal coverage is a small price to pay for snuggling inside a warm, sexy cape.
2.2.2.5 Cape
An article of clothing that covers the back but does not completely cover the front. A cape is considered a "body-cover" if it falls below the tail bone. A short cape, which falls above the tail bone, is considered a "top".
A "convertible poncho" can be worn as a cape.
2.2.2.6 Peignoir
A negligee or dressing gown.
2.2.2.7 Body stocking
Hosiery that covers from the upper body down the ankles or toes and is snug fitting.
2.2.2.8 Chemise
A straight-hanging short lounge dress, worn like a slip.
2.2.2.9 Dressing gown, Negligee
An ankle-length or knee-length loose or tailored robe usually of silk or other fine material. A Negligee is a light, often see-through, dressing gown.
2.2.2.10 Nightgown
A garment resembling a dress or shirt, made of thin fabric, designed for wear in bed.
2.2.2.11 Robe
A loose fitting outer garment. A belt is often the only fastening device used to keep the robe closed, and the belt may be omitted if desired.
2.2.3 Bottoms
A "bottom" is any article of clothing that covers all or part of the region between the waist and the crotch. Bottoms may also cover portions of the legs and buttocks, but they may not cover any skin higher than the belly button. (A "bottom" that extends above the belly button would be more properly called a "body cover".) A bottom may be worn with a top such as a shirt, but a bottom may not be worn with a body-cover such as a dress.
Either a bottom or a body cover is considered essential for modesty. Girls should seriously consider wearing something to cover their bottoms before they venture out in public. The only exception is for girls with pubic hair, who may not wear bottoms. These girls must rely on their hair as an alternative to clothing to achieve a sense of modesty.
Recommendation: If a girl wears a shirt with a bottom, such as shorts or pants, she must take great care to verify that the shirt is not so long that it might be classified as a micro-minidress. If she is able to tuck the shirt into her pants, then there is a high probability the shirt is too long to be classified as a "shirt". She may still wear the shirt, but she may not wear any bottom with it. This requirement -- wearing the shirt without any bottom -- isn't as harsh as it first appears. A shirt this long probably covers the girl well enough that a bottom is not necessary.
2.2.3.1 Panties
Panties are form fitting clothes with an optional elastic band that goes around the body (waistband) and a strap that goes between the legs, covering the opening of the vagina and the anus. Panties can be of various styles, including boy shorts, bikini, thong, and many others. Panties may not be worn as underwear, so you should compare styles with the objective of wearing them as outerwear.
Bikini panties are low cut and sits more on the hip. Cotton panties with a reenforced crotch are too plain to be suited for outerwear, but the thinner panties made with a higher man-made fiber content and the more satiny-finished seemless bikinis are ideal for outerwear.
Thong panties have a narrow vertical strap covering the anus. The best thongs to wear as outerwear are those with the smallest straps, including the so-called "fishing line" thongs whose straps are completely invisible to the naked eye.
Split-crotch panties are designed to leave the vagina and anus uncovered. Panties such that the split is undetecteable while the girl is seated or standing with her legs together are ideal as outerwear.
Strapless panties consist of a piece of fabric that extends between the legs, covering the anus and vagina, and having a plug inserted into one or both of these openings.
"Pussy ring panties" consist of a circular piece of fabric anchored in place by a body piercing through either the inner or outer lips of the vulva, or the clitoral hood.
"No-rise panties" consist of a pair of leg garters, joined in one place, or a headband twisted into a figure-8. They are worn by pushing them as high as possible on the thighs. They are typically frilly or fuzzy, so they cover the vaginal opening.
"Bloomers" are an old fashioned type of women's underwear that resembles loose fitting trousers or shorts, and are usually frilly.
Recommendation: Many girls crave the sexy feel of nudity without actually being nude. This can be achieved by wearing the thinest, lightest bikini panties that have been modified by carefully removing the waistband and legbands with sharp scissors. The result is a pair of panties that hover in the vicinity of your bottom while making minimal contact with your skin. When you first start wearing this style, you will find yourself checking frequently that they're still on! Lacking elastic, these panties do tend to sag a bit while you are walking, and you may find it necessary to pull them up every now and then, but most girls say that's a small price to pay for the joy of nudity without actually being nude.
2.2.3.2 Shorts, boxers, hot pants, Daisy Dukes
Shorts are an article of clothing that has a waistband about the hips, does not cover higher than the belly button or lower than the knees, and has some fabric (called a "strap") that extends from front to back between the legs. Panties may not be worn under shorts.
"Boxers" are loose fitting, with plenty of room in each leg hole.
Boy shorts are patterned after a boy's underpants. They are cut very square, covering most of a girl's cheeks, making them ideal for outerwear as shorts.
"Hot Pants", also called "Daisy Dukes" are Very short pants.
Note: The Dress Code makes no distinction between Shorts, Panties, and Pants, so any one of these items of clothing may be worn alone as a bottom, but none of them can be worn under another bottom or body-cover.
Recommendation: Most panties are designed to fit snugly. The exception is boxers, which are not comfortable unless they are as loose as possible. Moreover, since boxers have such large leg openings, a girl must take care that her vagina can't be seen by someone looking up her legs. For this reason, girls should wear boxers as big as they can, so there is as much fabric as possible to cover them. To tell if a girl's boxers fit properly, she should stand with her legs slightly separated. If her boxers stay up on their own, then they're a bit too snug for her. At first, a girl may feel awkward wearing such a loose-fitting bottom, but as she becomes more accustomed to it, she will begin to feel more comfortable wearing them, even though they may slide down from time to time. In those rare times when a girl has no free hand to hold up her boxers, she may prefer to step out of them temporarily. For example, in the cafeteria, it is customary for a girl to put her boxers on her tray so she can use both hands to hold the tray. Depending on an individual girl's trade-off between convenience and modesty, she may put her boxers back on when she sits down at the table, or she may wait until she is finished with her lunch -- that way, she can freely get up for seconds without having to hold up her pants. This is up to each girl's choice and her comfort level.
2.2.3.3 Pants
Pants are an article of clothing that has a waistband, does not cover higher than the belly button, covers lower than the knees, and has fabric that extends from front to back between the legs. Panties may not be worn under pants.
Pantyhose is hosiery offering coverage, althought they may be sheer, from the toes to the waist. Pantyhose is the same as pants, for the purpose of this Dress Code.
Low-rise pants have a waistband that has been trimmed and hemmed short, so as to reach up no higher than the top of a girl's butt crack, and no more than an inch higher than the top of her vagina.
No-rise pants consist of two pant-legs attached along the inner-thigh section of each leg. The length of the seam attaching the pant-legs should be about equal to the distance from the girl's anus to her vagina, so that it neatly covers her perineum.
Semi-sheer pants and panty-hose are indistinguishable under the Dress Code, and may be worn as outer wear.
Fishnet pants are not prohibited, but the fishnet spacing should be less than a quarter-inch, and the openings in the vicinity of the anus and vulva should be no more than an inch in size.
Pants with the seat removed are called "chaps".
2.2.3.4 Skirt
An article of clothing that has a waistband, and fabric that extends down from it, lower than the top of the pubic bone in front, or lower than the tailbone in back.
A "loin cloth" is a backless skirt, which has a waistband, but does not cover the anus or any part of the buttocks.
A "thigh skirt" is a skirt worn about the thighs, coming mid-way up the vulva in front, and up to the bottom of the ass crack in the back. A fuzzy fabric can be used to improve the visual appeal of a thigh skirt, and provide slightly better coverage of vital body parts.
2.2.4 Accessories
2.2.4.1 Stockings
A form-fitting article of clothing that covers the foot and all or part of a leg, but no part of the torso, is a stocking. A stocking may come up to a point mid-way between the knee and the crotch, but no higher. A stocking that covers the upper thigh is classified as "no-rise pants", and is a bottom, rather than an accessory.
2.2.4.2 Garter Belt
A "garter belt" or "hip garter" is a belt that goes around the hips or waist, and has straps that extend to the tops of the stockings to hold them up. A garter belt may be worn under a dress or skirt or, less commonly, over panties.
2.2.4.3 Gloves, arm-bands
A form-fitting article of clothing that covers the hand (in the case of gloves) and all or part of an arm, but nothing else, is a glove or arm-band.
A pair of gloves or arm-bands with a sheet of fabric extending between them (a "glove shirt" or "glove dress") is a kind of backless shirt (or backless dress, if it covers the pubic bone). Depending on its length, such a glove shirt is a "top" or "body-cover", rather than an accessory.
Recommendation: clothes that require a girl's constant attention so she stays covered can be a lot of fun for the girl. A glove dress is a perfect example of such clothing. While she is seated with her hands in her lap, or standing with her hands at her side, she is fully covered. But any use of her hands is likely to leave her fully exposed. If she has exhibitionist tendancies, she has a ready excuse for "accidentally" showing herself in public. She can be very coy, and use her hands as little as possible, or quite the opposite, raising her hands over her head to reveal her entire body.
2.2.4.4 Necklace or Scarf
An article of clothing that goes around the neck and hangs from it. A neclace or scarf is normally an "accessory", and may be worn with any other clothing. However, a necklace, scarf or "lei" that covers one or both nipples (or has fabric hanging from it that covers one or both nipples) is a "top" and may not be worn with any other top.
A "boa" is a long scarf made of feathers.
A necklace is an "accessory" or a "top" depending on nipple coverage.
2.2.4.5 Hat, veil, hairband, headscarf (bonnet)
An article of clothing worn on the head. A hat may be worn with any other item of clothing.
2.2.4.6 Socks
Articles of clothing worn on the foot and lower leg, below the knee. If socks extend above the knee they are defined as stockings. Socks may be worn with any other item of clothing. Note: a girl wearing only socks is sufficiently naked that she may claim the nudity exemption to the rule requiring a top inside College buildings. For this reason, a girl need not remove her socks to enter a building.
2.2.4.7 Shoes, Boots
Articles of clothing worn on the foot and lower leg, below the knee. If boots extend above the knee they are defined as "chaps", a kind of pants, and so tall boots may not be worn with a bottom. Shoes may be worn with any other item of clothing.
2.2.4.8 Jewelry
Rings, including earrings and rings or posts for body piercings. Normally, jewelry is considered an "accessory", so you may wear clothes over the jewelry, if you wish. However, any jewelry that obscures an area of skin larger than one square inch is considered a "bottom" or a "top" (depending on its location), and so a girl may not wear clothing over it.
2.2.4.9 Leg Garter
A leg garter is a band of fabric worn around the leg.
If garters are worn at the very tops of a girl's legs, then they are considered "panties" (if they are less than two inches in width) or a "thigh skirt" (if they are two inches or wider), and in either case are considered "bottoms", and may not be worn with any other bottom or body cover.
Otherwise, leg garters are "accessories", and may be worn with any other items of clothing.
2.2.4.10 Belt
A belt is a garment that wraps around the body at the waist or hips. Normally a belt is considered an "accessory", and can be worn with any other clothing. Depending on how it is worn, a belt is either an accessory or a bottom. If any part of the belt hangs on or below either the pubic bone or the tail bone, then it is considered a "bottom".
2.2.5 Prohibited Items
There are no items of clothing that are prohibited by the Dress Code. However, some combinations of items are prohibited, so girls should read the Dress Code carefully.
2.3 Belongings
To circumvent the spirit of the Code, some girls might be tempted to remove articles of clothing and carry them around with them. For this reason, during an Inspection, a girl's belongings are searched. Carrying forbidden items can result in a Violation.
2.3.1 Articles of Clothing that may not be carried
The rules against carrying clothes are simple: unless you just bought the clothes (and the tags are still on them), you may not carry anything you are not eligible to wear. That means you have to be topless to carry a top, you have to be bottomless to carry a bottom, and you have to be naked to carry a body-cover.
It is forbidden to carry two articles of clothing that can't be worn together -- two tops, or a bottom and a dress, for example.
2.4 Body Decorations
Body decorations include tattoos, piercings, body paint, makeup, and the like. Body decorations are permitted, but they may not be covered by clothing if they "substantially obscure" the part of the body they decorate. Please refer to each subsection for details.
2.4.1 Tattoos
A tattoo is any design drawn on the body using temporary or permanent ink or paint using the skin as the background color. Tattoos are are distinct from body paint in that the skin is visible as the background of the former, but not the latter. Clothing may be worn over a tattoo, if desired.
2.4.2 Piercings
Nipple rings and pussy rings (hood ornaments) are permitted, and are considered "Jewelry", an "accessory". You may wear clothes over the jewelry, if you wish. However, any jewelry that obscures an area of skin larger than one square inch is considered a "bottom" or a "top" (depending on its location), and so a girl may not wear clothing over it.
2.4.3 Makeup
Coloring or tints that work with your body's natural tones, and accent your skin color, such as blush, eyeliner, etc. are considered "makeup". Makeup may be worn under clothes if the parts of the body hidden by the clothing are "blended" into the exposed parts.
2.4.4 Body Paint
Any substance applied to the skin that hides the body either because it is opaque or because it significantly alters the skin color is considered Body Paint. Body Paint may be used as an alternative to clothing, but may not cover or be covered by clothing. In order for a girl's vagina to be considered "covered", the paint should cover the skin of her vulva right up to the pink skin, but need not cover the pink skin itself. For a girl's anus to be considered "covered", the paint must cover the skin around her anus, right up to her sphincter, but need not cover the sphincter itself. The body paint should be designed to either resemble clothing or a body mural, which means it should be more than just a ring of paint around the girl's pink skin.
Recommendation: If a girl is inspected while wearing body paint, she should take extra care to refrain from becoming sexually excited, as this might cause the pink parts of her pussy to expand, leaving the pussy largely uncovered. Even mild sexual excitement is more readily observed when a girl is wearing body paint.
2.4.5 Whipped Cream, Shaving Cream, etc.
Whipped cream, Shaving Cream, and dark-colored jellies and jams can be used as an alternative to clothing. Because of their messy nature, these substances should be used mainly on a girl's frontal areas. They may be placed in her butt crack, but only if she intends to remain standing, and/or she wipes her ass clean before sitting in any public place.
3 Exceptions
Some of the rules in this Code have reasonable exceptions, which are described in this section.
3.1 Cold weather
In cold weather, two tops are permitted (or two dresses, or a top and a dress). The outer top may be a heavy jacket or sweater, and may be removed and carried indoors without penalty.
3.2 Newly purchased clothes
Newly purchased clothes, with tags on, and accompanied by receipts, may be carried. Within a store, clothes may be carried for the purpose of trying them on, subject to store restrictions.
4 Known limitations of the Code
This Dress Code covers most situations that might arise, but no code can anticipate every situation. These rules do not make many restrictions on the type or length of clothing, while still encouraging modest coverage standards. Even so, there are some articles of clothing which can't be worn consistent with the Code. This section is presented for the benefit of girls, who should read it to become familiar with drawbacks or difficulties with the Code. This will help them avoid the pitfalls of the Code.
4.1 Exploiting Weaknesses in the Code
This section is presented knowing the risk that the Code's limitations might be exploited for the purpose of tricking a girl into violating it. This use is discouraged.
By reading this section, girls can become aware of ways the Code might be exploited against them, and so be armed with information they can use to avoid such pitfalls.
4.2 Deliberations during Indecency Hearing
During the Judge's deliberations, he may ask to review evidence. The girl models the evidence for the Judge. It is common for him to request sexual favors at this time, although the girl is not required to do anything more than model the evidence. The Judge is not permitted to take a girl's refusal of sexual favors into account when determining his verdict, however some people believe Judges do take this into account.
Recommendation: If a girl is called to the Judge's chambers for a private showing, and asked to perform sexual favors for him, she should consider this: It is uncommon for a satisfied Judge to rule against a defendant. In cases involving aggregious violations or second offenses, the punishment can be harsh, so pleasing the Judge is an expedient way for a girl to reduce her sentence.
4.3 Profiling
On the whole, this Code encourages modesty. The inspection and hearing process outlined in this document results in very modest dress on the part of most girls on campus. The Inspectors are asked not to abuse their Inspection power by targeting good looking girls or those wearing a particular type of clothing for Inspections, but unfortunately, it is widely believed that this kind of "Profiling" is done. The Inspectors claim they target modestly dressed individuals disproportionately because such styles have greater potential to conceal Violations. Whether or not it's intentional, most girls believe Profiling exists, and it encourages them to wear skimpy clothing.
Recommendation: If you're a pretty girl, be careful not to dress too conservatively, because this may make you a target for inspections. It is an unfortunate fact of this Dress Code that Inspections tend to be embarrassing, even humiliating, so here are some tips to help keep you from being inspected. If you wear pants, you may wish to keep them unzipped, with part of your vulva showing, so inspectors who happen to be in the area will readily see you have no pubic hair and you aren't wearing panties. You should keep part of your vulva is covered for modesty. If you prefer to wear dresses, wear only short dresses or backless ones. Then try to remember to sit with your legs apart in public, so any inspectors who happen to be in the area will not suspect you of a Violation. Remember: allowing your private parts to be seen in public is not a violation of the Code. And exposing them to view while you are seated might just save you the trouble of an Inspection and a Hearing -- a small price in modesty to pay to avoid a substantial inconvenience later.
Risks of the Codes
The highly unusual style of these Codes carries a certain measure of risks, which are outlined here. They include the risk of selective enforcement by the Inspectors, which might influence, over the long term, the styles of clothing girls wear; the risk that artificial boundaries encourage girls to tread right up to them; the risk that the groping rule or the consensual rape rule can be used as leverage against the girls; the risk that games might be designed by the students to purposely put girls at risk of violating the Codes; the risk that teachers might impose their own Dress Codes with rules that contradict one or more provisions of the official Codes. Each of these risks has been carefully assessed by the College, and it has been determined to be low, and not in need of correction at this time.
Risk 1: Selective enforcement
Selective Enforcement by the Inspectors. Girls have alleged that Inspectors tend to target girls wearing pants over those wearing dresses or skirts, and that they tend to prefer to inspect girls wearing long skirts over those wearing short skirts. The result of this perception, whether it has a basis in fact or not, is that girls feel they should wear very short dresses or skirts to minimize the risk, and the associated embarrassment, of being inspected. This perception illustrates two main points, both of which can be addressed by better education of the girls. The first point is that there is no shame in being inspected. Yes, you will almost certainly be forced to remove some of your clothing, perhaps even all of it. And it's true that you will be made to stand in a public place, but only for five minutes or less, while the Inspector looks you over to ensure no violation has taken place. And yes, a crowd is likely to gather to watch you squirm with humiliation as you are made to spread your legs, bend over, and the like. But this is the sort of thing that all girls need to accept gracefully as part of our effort to assure uniform modesty and decorum across the campus. The second point is a very practical one. It is absolutely true that girls wearing very short skirts are inspected less often, because it is frankly not as necessary to inspect such girls. Despite the fact that the Codes encourage modesty, some girls exercise their right under the Codes to wear micro-miniskirts (or micro-minidresses), which are so short they don't fully cover the buttocks, leaving a good portion of their "cheeks" exposed. Although a girl's front can be fully covered by such a dress while she is standing, her crotch may be fully visible while she is seated in such a skirt, and in many other positions. The most common violation, the wearing of excess clothing, is so easy to detect on the part of girls wearing micro-miniskirts, that an inspection is simply not necessary. This encourages some girls to wear very short skirts; however these girls run a great risk that they may become sexually excited and thus subject to consensual rape, so they must also learn to refrain from becoming excited, a skill that isn't always possible to realize in practice.
Risk 2: The "speed limit" effect
Artificial boundaries encourage girls to tread right up to them. When you are driving, if the speed limit is 65 MPH, you will typically go at least 65, even if your natural inclination is to go slower. With Dress Codes, the same is true. If you tell a girl to wear a dress that covers her bare bottom, she will be tempted to wear one that just barely covers her bottom. Similarly, if you tell her she can't wear a bra under her shirt, she may wear the shirt unbuttoned so that her breasts aren't even covered as a way of saying "so there!" to the authorities. This kind of rebelling against authority can't be stopped completely; however it is expected that the four layers of enforcement will eventually make these girls come around and respect the Codes.
Risk 3: Exploitation of the groping and consensual rape rules by boys
The Groping rule or the Consensual Rape rule can be used as leverage against the girls who skirt the edge of proper dress. Consider the girl who is wearing a micro-minidress, waiting in line at the cafeteria. A boy, standing behind her, may not be able to resist her beauty, and so he might smooth his palm over the lower part of her buttocks that aren't covered by her dress, which is his right. The girl now feels like a deer in the headlights. She's not allowed to move away from the boy, or even clench her cheeks against his advances. In fact, she is required to spreads her legs apart slightly to allow him full access. She dreads what will come next: the boy will fondle her until she becomes visibly excited, and then he will rape her, as sure as night follows day. But this time the boy stops touching her, and offers her a deal instead: she can turn over her dress to him, and he'll leave her alone. This puts the girl in a terrible dilema. She knows she can avoid being raped right now by stripping naked, and finishing her lunch in the nude. Or she can say no to the boy's deal, and be raped. Many girls would chose nudity over rape, even though they still run the risk of being raped later in the day.
Risk 4: "Naked games"
Games might be designed by the students to purposely put girls at risk of violating the Codes. In particular, sororities sometimes haze their freshman recruits by forcing them to wear unnecessarily sexy clothing. For example, one sorority, known as the "pink girls" force their pledges to remain naked inside their house, and they supply pink minidresses to be worn outside. But the minidresses are cut to all different lengths, so that the first girls who finish their chores can pick the longest ones, while the last few girls are left with dresses so short they don't even cover their bellies, much less their pussies. At the point they need to pick up their dresses and exit the house, they know they have two choices: wear the dress even though it's way too short, or quit the sorority. Some girls quit at that point, but most stick it out. Most of the other students understand their predicament, and try not to stare at their naked bottoms. On the other hand, the girls who are forced to dress this way understand that a certain amount of ogling (and fondling) comes with the territory, so they withstand it stoically. Another game that has become quite popular among the freshman girls is called "spirit day", in which girls are given particular ways to dress, such as bottomless or backless, and whichever girl shows the least "spirit" (as judged by her peers) is forceably stripped and made to stay nude the whole day. On spirit days, the boys don't even bother to fondle the naked girls to get them excited, they just rape them, again and again. This, of course, has the effect of strongly motivating the girls to show a lot of "spirit" by dressing in as sexy a way as possible, so the general effect of Spirit Days on campus is pandemonium: a few naked girls getting fucked again and again and a whole lot of very skimpily clad girls breathing a sigh of relief that they were spared the repeated rapes. The College views these games as insignificant in the overall scheme of things. After all, kids will be kids, and it's best to let them have their fun from time to time, knowing that, on the whole, the effect of the Codes is modesty and decorum.
Risk 5: Conflicting rules imposed by teachers
Teachers may impose their classroom rules that contradict one or more provisions of the official Codes. In some cases, teachers who disagree with the official Codes may impose their own codes as an alternative. In other cases, teachers use forced nudity as an incentive for learning.
Alternative dress codes
A popular alternative dress code is the so-called "four item code". Under this rule, all girls should be wearing four items: A top, with a bra under it, and a bottom, with panties under it. For this code, a dress counts as a single item which is a top, but it also covers the girl's bottom. To demonstrate compliance with the code, girls will be asked to remove two items, and show that they are still covered. If, after removing two items, her bottom is still covered, she may replace her bottom, and if her breasts are still covered, she may replace her top (or dress). But if after removing two items, the girl is left indecent, she forfeits her clothing, and must take her seat. This is a fun dress code for both the boys and the girls. The boys like it, of course, because they get to watch the girls strip to prove compliance. The girls like it, because it gives them a chance to "dress up" -- to wear panties under their clothing. Note that a girl wearing a dress should take off her dress first, and then as her second item, she must choose either her panties or her bra. Neither choice is perfect for her, although it is generally considered better for her to remove her panties. The drawback, of course, is that she must bare her bottom to the class, wearing only her bra, while the teacher guages her compliance with the dress code. But then, since she isn't topless, and a dress counts as a top, she is permitted to put her dress back on. However, she forfeits her panties in this test. Her other choice, of course, would have been to remove her bra, in which case she would forfeit both her bra and her dress. The benefit is that she never has to expose her bottom to the class, and she can go back to her seat still wearing her panties. In either case, a second test of the "four item code" would leave her naked.
Spelling bee
A popular learning incentive uses the "spelling bee" format. Two teams are formed: boys and girls. Members of each team line up at the front of the room. Starting from the front of the line, a boy and a girl are chosen. Questions are asked alternately until either the boy or the girl gets a question wrong. If the boy gets the question wrong, he must sit down -- he's out of the game. If the girl gets the question wrong, she has the choice of sitting down or, if she isn't already naked, she may remove an article of clothing and go to the back of her line. Play continues until all students of one sex have taken their seats. If the boys win, they are typically given a reward, such as letting each boy rape one of the girls, for example. This sort of reward also serves as a strong incentive for the girls to do well. Teachers using this format find that their students of both sexes are strongly motivated to succeed.
Dress Code -- Tops
A "top" is any article of clothing that covers the breasts, and hangs down no lower in the front than the top of the pubic bone (an inch or two above the vulva) and no lower in the back than the tail bone (coccyx). Tops include Bras, Shirts, short jackets and sweaters, and the like. A girl is permitted to wear at most one top, which means she may not wear a bra under her shirt, for example.

Dress Code -- Dress
A Dress is a body cover -- it covers your breasts, your vagina, and your anus. This example shows a dress that is quite a bit longer than necessary to provide full coverage.
Although it may seem to be an advantage that the dress is so long and modest, and it is certainly in keeping with the spirit of the Dress Code, in practice such a dress can be a disadvantage. The reason is that an Inspector can't see by just looking at it whether the dress is hiding an infraction, so a girl wearing this dress is more likely to be inspected than one whose pussy is less completely covered.
A convenient feature of this dress is the front zipper, which allows a girl to get more comfortable. She can unzip it a little bit to show cleavage, if she likes. Or she can unzip it all the way, but leave her breasts covered, as illustrated above. Since her breasts remain covered, there is no need to zip it back up -- As you can see, she is quite modest even with her dress unzipped.
Then, if she wants to take the twins out for some fresh air, she can simply unwrap them, and let them bask in the sunshine.
